MOU signed between Babaylan Denmark and the Commission of Filipinos Overseas

After some upsets and postponements  in the past year,  a MOU (Memorandum of Understanding) was fiinally signed in March this year in Manila between Babaylan Denmark and the Philippine government thru its relevant agency, the CFO, Commission on Filipinos Overseas, the government agency  tasked with promoting welfare of all other Filipinos abroad who are not on employment contracts, including au pairs who are here on the basis of cultural exchange and immersion.

The MOU was signed between CFO Director Imelda Nicolas and Babaylan DK Founder and Editor tFilomenita Mongaya Høgsholm in late March 2013 at the CFO headquarters off Quirino Highway, MetroManila. Our task is to continue to work towards improving the situation for au pairs, and to alert the Philippine government to abuses of citizens abroad so that it can do what it can to help.
The following are exceprts of our agreement:

  • implement in Denmark post-arrival services for Au Pairs from the Philippines who are destined to Denmark, in coordination with the CFO, the Philippine Embassy in Norway and the Honorary Consulate in Denmark. The post-arrival services may include orientation seminars, cultural exchange activities, self-awareness and professional development seminars, counseling, and assistance in the referral of cases to Danish government services or relevant NGOs dealing with women migrants’ issues
  • Coordinate with the CFO in developing support mechanisms and systems for Filipino Au Pairs to prevent and address cases of abuse, human trafficking and other forms of violence towards Au Pairs
  • Regularly coordinate with and consult the CFO, the Philippine Embassy in Norway and its Honorary Consulates in Europe, about the Au Pair program, the content of its seminars, orientation programs and other projects with Au Pairs as target audience, including speakers, topics and guests, among others.

In conclusion, we in Babaylan believe that the Au Pair Scheme, if governed by fair policies and strictly monitored for abuses, can indeed be an opportunity for Filipino youth who are curious about the world and aspire to a better life. We hope that after their stay in Denmark, these young people can come back as fulfilled citizens of a prospering Filipino nation.
